About the District The Vista Community Development District is a residential community established on December 23, 2005, by County Ordinance 2005-63 pursuant to F.S. Chapter 190.  The District is governed by a five-member Board of Supervisors elected by qualified electors within the District. The District may impose and levy assessments on the property to pay off bonds issued for capital improvements.
