About the District Sonoma Bay Community Development District was created by Ordinance No. 2990 of the City of Riviera Beach. The District is located in Riviera Beach on the east side of Congress Avenue, north of Blue Heron Boulevard. The District consists of 18.20 acres and is composed of 302 multi-family townhome units.
