To edit the violator banner, go to Dashboard (sidebar) > Simple Banner. Scroll to the "Simple Banner Text" section to edit this text. Need to use html tag to create the link. (Outbound icon automatically added with CSS.) The rest of the home page content is controlled in the Widgets settings. Go to Appearance
